PCM Plus 2.3 Add VLAN Problem

Having trouble adding additional VLAN’s with PCM Plus 2.3.
When I originally set up PCM Plus I set up 20 VLANs.
I cannot now add additional VLAN’s. When I right click on a device I do not get the “Add VLAN” icon. I do get the “modify VLAN” and “delete VLAN” icons -.
I am logged into the client as Administrator.

Maybe "max vlan" is not enough?
