Policy Manager - PCM 3

Hello,

i have some trouble with policy manager after upgrade to PCM 3.
The following errormessage appears frequently,
although i disabled all the policies to localize the error:

Policy Manager has reached the maximum number
of events that can be processed.  Incoming events will be disregarded until the existing events are processed.

any ideas ?
