how to disable the automatic startup of MSCS
I don't know MSCS, but came from hpux serviceguard background.
When the window server get restarted, I assume the cluster would also get started, is there any way and what ways to disable the startup of MSCS?
Please let me know in detail

Yes.
Right click "My Computer", click manage (or Go to the Control Panel and find Computer Management).
Under "Services and Applications", navigate to and click on "Services".
In the Right Hand Window pane, locate the Microsoft clustering service. Double click or right click/properties...
In the drop down, set to disabled.
Restart the server.
