Permission issue on windows 2003 box

To start/stop the service what permission should the user have other than administrator.I need to give specifically permission to start/stop service of any application.

Through Group Policy, you can assisgn these permissions to a group, then add your support staff to that group. Otherwise only Administrators and Power Users can Start/stop/Pause Services.
