VSS working but only last snapshot available

Hi
I was using VSS to let users come to previous version of file. We have migrated server to virtual (ESX 3.5) but VSS started to work strange. It is running without any error message, space used by it grows but maintains available only last snapshot.

Does anyone have seen this?
