how to report useless tech support call?

How and to who do I report useless tech support people?
I placed a call to tech support and spent 30 minutes with a person who told me the serial number I was reading was wrong. Then another 15 minutes on/off hold when she finally transferred me to the wrong department. I was transferred again, then hung up on.
