The DNS setup is fine, The servers are part of an existing domain and all the other servers have an identical setup. I have looked up getservbyname and agree that it looks like DNS. We also have added a third server and that is running fine.

To be absolutely sure that DNS is woking properly on this particular server, run nslookup in a cmd window.
Otherwise, the "Cannot find service securepath" sounds like the service may not be running. You can check this via start->settings->control panel->serivces (I think - haven't got a win2k server here).
If it's not there or not running, try removing and re-installing it.
Sorry, but I haven't much experience with SecurePath... but nobody else has been responding to you, so I guess I'm all you have here. ;-}

gethostbyname() resolves hostnames to IP addresses.
Maybe check the Windows equivalent of /etc/services and see if securepath has a port number associated with it (or hardcode the port number).
I'm not a Windows/SecurePath expert by any means, but I hope this helps.
