Port 7906 and 443

When opening ports 7906 and 433 can they be out bound only or should you have inbound access also?

Port 443 is used by the RSP plug-in to communicate with HP incident management system, the software management system and the software policy manger. This connection is outbound only with establish back and does support authenticated proxy servers that are http 1.0 compliant

7906 is the local secure web interface to WEBES "https://localhost:7906" which is currently used as an event handler for filtering actionable incidents to HP.
