Change Password on Trusted System HP-UX 11.23 with Special Characters

Used system-generated characters for a non-root user..changed just fine. However, the user was not able to log in with the password, eventually locking account. Tried several other passwords - no success each time. Unconverted the system, entered a pure alpha password, re-converted and it works. Is anyone aware of a glitch in Itanium UX that may be causing this? We want to be able to use upper/lower case, numbers, and characters.

Also, tried to apply 'security' in /etc/default/security like our other systems, but the O/S complains! So, had to remove it.

Works fine on all of our other PA-RISC (11.0 or 11i ver 1) sytems. Is anyone aware of an oddity for HP-UX 11i version 2 (Itanium 64)?
