chatr error can't write to specified file

HI all,
Our dba is doing an oracle upgrade and just got this error
chatr error " can't write to specified file"
the particular file has these permissions and ownership rwsr-xr-x oracle dba
this is a test box she's practicing the upgrade on for time estimates for go live day.
she's done this several times with no problems and nothing has changed on the box.
any ideas?? we're on hp11.0 hpux
