Check the startup config file /etc/rc.config.d/cron for CRON=1 . If it is 0 modify to 1 and start the cron daemon manually by executing
#/sbin/init.d/cron start

You can look for cron service started or not and for any error reported the /etc/rc.log file while system startup.
You can check runlevel startup flag is set properly in /etc/rc.config.d/cron.

If nothing is running follow previously posted instructions to set the cron daemon to run at startup.
then
/sbin/init.d/cron start
