The answer might depend on what "server" is.

"man sshd" on at least one system suggests:

sshd_config(5)
/opt/ssh/etc/sshd_config

and "man sshd_config" suggests:

/opt/ssh/etc/sshd_config

Hi,
SSH config file in HP-UX is
/etc/opt/ssh/sshd_config

Other Linux like Redhat:
/etc/ssh/sshd_config
