Is the diag bundle installed on your system ?
do:
swlist -l bundle|grep -i support
MiscDiag B.10.20.10 HPUX 10.0 Support Tools Bundle
OnlineDiag B.10.20.21.08 HPUX 10.0 Support Tools Bundle
If yes:
/sbin/init.d/diagnostic start
This will start stm and diagnostics.

Off course if not installed install the latest bundle for your OS. (10.20 or 11.00 or 11i)

Which OS version ? The OS and the stm release versions should be compatible.
The stm began shipping with HP-UX 10.10 release. If you are using an older version, then use sysdiag or upgrade the OS.

The product no. for HPUX 11.00 is B4708AA , I think you will have to reload them from the support CD and then run it.

If it's not run the startup ..
# /sbin/init.d/diagnostic start
If it is restart it anyway ..
# /sbin/init.d/diagnostic stop
# /sbin/init.d/diagnistic start
Run ..
# cstm

# cd /etc/opt/resmon/lbin
# ./monconfig
===> This config tool enable you to completely enable/disable STM. Run it and does it tell you that STM is disabled ? If it it enable it within this tool. I think you have to enter (E)nable to enable it.
