Unable to log in to active chat

I don't why I am unable to log in to active chat despite filling the correct product number and serial number of my desltop pc? I am having HP dx 2280 Microtower II Base DT PC

1. The "active chat" is apart of ISPE(Instant Support Professional Edition).

2. And a parts of HP desktop product number and serials number in some country like China could not be supported by the Database of ISPE. - It's so sad!
