DL360 hangs while booting (10%)

Hello,
my server DL360 Gen 9 is hanging while booting at 10% (Early processor initialization)

What I have tried until now:
- unplug power
- restarts
- reset of BIOS over Jumper on Board
- update of iLo to V2.75b
all these points does not help. In iLo I only can see that the red Hardware Health LED is flashing

Do you have an Idea what I can further do?

Was it running before? Have you made any changes? Maybe kind of generic, but if it was me, I'd reseat all the RAM and also the CPU(s).

many thanks for your answers.
Yes the server was running normally. I restarted the server because of an VMware Update (which is running fine on all other servers).
Ok reseat everything... I will check it. 

In the link are only the LED flash Codes.
The health LED is flashing red 1 time per second > system critical. Thats the same I see in the iLo, but I dont see why or something else.

I will send the hints to my colleague, I am in homeoffice now till next wednesday.
