Hi
I would request you to follow the below steps to fix this issue.
>Power drain the server. ( Power off the server remove both the power cable and hold on power on switch for 30 Sec.) and verify
Follow the below steps if the issue still persists.
>Power of the server and remove the power cable.
>Locate the System Maintenance switch on the system board and clear the NVRAM.
Follow the below link for the steps to clear NVRAM

>Remove the all the add-on PCIe card and power on the server to check if the server is completing the POST.
>If the issue continues you may need to log a support case with HPE for further investigation including log analysis.
