P408e-m is a Blade (Synergy) Raid Controller.
Should be P408i-a or P408i-p.
8 Disk are 8 does not matter if SSD, SAS or SATA.
The xx8 Controller have connections for 8 Disks as I wrote in the Link above.

The SAS Expander is a PCI Card, the Backplane has no expander (only Apollo Server).

You insert the Expander Card into a PCI Slot.

Then remove the two SAS Cables that go from Raid Controller to the Backplane and put them into the Expander Input.

(Cable go now from Raid Controller to Expander)

The Expander has multiple Outputs.

Route Cable as in the Diagram from the Expander to the Cages.

The Expander has no configuration, it's only peace of Hardware.

The best is if you configure your Server here, it will advise you for all Cable and other Parts needed.

One Config Simple (OCS) (hpe.com)

Or ask your HPE Partner.

The Raid Config is on the Disk and even if you rearrange the Disks it should be fine.

Nobody can give a 100% fine answer and Backup is always a good idea, you know.
