Proliant DL580 does not see multiple processors

I have a DL580 with quad Zeon 700's and 4GB mem. Initially it has seen all 4 processors. I powered down to take out a RAID card. Next time I powered up I now only see one processor during POST. I have swapped processor slots and verified all actual processors are in fact good. Why doesn't the system see the other processors in slots 2, 3, and 4?
