Slowing down the work, writing and reading of accounting programs in server resources, SQL

I have a very serious problem with slowing down the work on end units that work on the D drive of the server with several shared folders, as well as SQL 2014, accounting, payroll and Excel programs. I suspect a network card, but I'm not entirely sure. I will diagnose it over the weekend. Please give me some suggestions on how to best diagnose this from the server, hardware and system side. The server is ML350p gen8. I noticed that after restarting the server, I do not get the network as a domain, but a public network, and I change it manually with the Restart-NetAdapter "Ethernet" command in PowerShell. Additionally, I do not have network traffic in the graph in the task manager in the performance > Ethernet tab. It seems to me that I don't have the appropriate entries in the network connection properties, below is an example from the end, and below from the server, but I don't know if it's supposed to be like that or not.  I also make backup copies of the C drive on D:\ once a week. Is some disk\container cache clogged?

I also wanted to ask about the drivers for the network card, are these these? Should I flash the card and then install the driver? 
I currently have 17.4.0.0 without B,  It's good that B supports WS 2016 because I'm going to update the server to 2016. I have already purchased cals and the system. Maybe I'll try reinstalling the driver first...

Hi

I checked the entire network, isolated the server on a small gigabit switch with one host to check the transfer speed and still the same.
By the way, I replaced two disks with larger ones in raid one. and I added some memory and put new thermal paste on the processor. Could someone tell me what to check to find any problems or reasons for the slowdown?  I also created an RMA for HPA 5378162594
I suspect a network card, maybe raid 5 disks, maybe a problem with the cache of these disks, maybe the controller, or incorrectly assigned permissions, I don't know...

I have one more question: how to check these versions?
