CONRep hanging on DL360 w win98 DOS

We've begun experimenting with the Scripting Toolkit v1.1 and DL 360 with 512 MB RAM, 2x833 CPUs and 2x18.2 GB drives.
The CONRep hangs immediately on execution even if run with a /?.
From the posts, others have gotten past this point with the 360s.
Any assistance appreciated, Allen
