HP SIM is primarly an hardware management platform. It can monitor windows services in a limited fashion through the insight agents.
On a managed devices (a client machine running these insight agents), go to control panel and HP Management agents. On the last tab (process monitor, select the one associated to the service you are willing to monitor and then choose for which condition you want the agent to generate a trap. Options available are the folowing :
-none
-start
-stop
-stop and start.
A proper management of these services can be achieved either through sitescope or Operation center.
