HP insight event notifier

When my server (windows 2003) starts I get the following error from the HP Insight Event Notifier: The HP Insight Event Notifier service terminated with service-specific error 3 (0x3). Manually starting the event notifier doesn't work. I reinstalled already the management agents but even then the event notifier will not start.
I did a downgrade of the agents to version 7.0 but still I'm having the same issue.
Did anyone already had the same problem?
