Current adapter: HPE Eth 10/25Gb 2-port 621SFP28 Adapter
Driver: \SystemRoot\System32\drivers\qenda.sys
Driver Provider: Microsoft
Driver porvider Microsoft are not supported for Azure Stack HCI. because it is inbox driver.
Is there a new driver compatible with the current adapter that supports Azure Stack HCI?
Please help me find supported HPE drivers for Azure Stack HCI.
I have checked Azure stack HCI they mentioned check with your OEM provider.

Solution
Check this or else try support center: Supported Driver for Azure stack hci 23h2 - Hewlett Packard Enterprise Community
Go to the HPE Support website: HPE Support.
Use your HPE product number (which can be found on your hardware) or search for the HPE 10/25Gb 2-port 621SFP28 Adapter to locate the specific drivers.
Once you find your adapter, check if there is a driver listed that is compatible with Azure Stack HCI.
Contact support directly if the above doesnt help
