My questions:
1. Can two additional LTO-4 drives be added to an MSL6030 library? (I'd be adding a 2nd FC NSR).
2. Where do the additional drives go? There doesn't appear to be room in a 6030 chassis for two more drives. Is there some sort of add-on enclosure that would be cabled up to the 6030?

SolutionThe MSL6030 can have 2 drives, the 6060 can have 4.
You can stack several individaul libraries in a primary-secondary config.

As Torsten says, the libraries can be stacked by the addition of the elevator module, also known as Pass-Through Mechanism Hardware.
If you look in the QuickSpecs here:

you'll find the relevant part numbers.
