Booting a windows server 2003 enterprise Server to Directory restore mode on a proliant server
I cloned my drive c: which was running out of space to a second hard disk with lager space. However the second hard disk, which happens to be on the save scsi controller with the first, retained its drive letter (F). So when we attempt the boot with the second disk (after removing the first disk) the system will report an error that the directory services cannot be started. It will ask you to shut down the system and boot to Directory restore mode. When you press the function key F8 on restarting, the boot menu will not appear. I have tried several times.

Usually SCSI controllers can be set to boot from a specific SCSI ID (normally 0). I would try moving the cloned drive to the same connector on the SCSI cable from where you removed the original C: drive. If these are not hot-swap SCSI drives, you may have to set the SCSI ID with jumpers (make the clone drive 0 or configure the SCSI controller to boot from the cloned drive's SCSI ID. Once you get it right, you should not have to do Directory Restore.
