Windows Server 2019 supports up to 25 users and 50 devices and one licenses covers one server with up to two processors. As with its predecessor Windows Server 2016 Essentials, Windows Server 2019 Essentials utilizes a processor based licensing model (in contrast to Windows Server 2019 Standard and Windows Server 2019 Datacenter which follow core-based licensing). Client Access Licenses are not required for Windows Server 2019 Essentials.
