5406 as a DHCP Server

Does the 5406 with the premium license support acting as a DHCP server and if so can it provide a DHCP scope per vlan?

Hello,

no, not supported. You can just use DHCP relay feature to foward the request from each VLAN to a central DHCP server to ensure that each VLAN will get an IP from a different scope.
