Server not powering on, flashing green power button and red health led

After resolving my SPS corruption issue (https://community.hpe.com/t5/proliant-servers-ml-dl-sl/corrupt-sps-on-ml350-gen10-cannot-install-newer-version/td-p/7093825) I went ahead and installed the latest firmware for the SPS with the server powered off.  Installation went fine, confirmed in the iLO all was well and server needed to be powered back on.  Trying to do so, the power LED immediately flashes green and after about a minute the health led flashes red.

Obviously the update got screwed somehow... how can I recover this?  I tried downgrading the SPS back to the previous version but now I keep getting that the "The last attempt to update or upload firmware was not successful. Make sure you are using a valid, signed flash file and try again. If you are attempting to install a component, first upload it to the iLO Repository then add it to the Installation Queue" even though that's what I am doing...

Yes I did, I've uploaded it to the iLO repository and run it from there, I've also done a straight "firmware update" selecting the package itself and also with just the .bin file.  I keep getting the warning about the file not being valid.
